The LILC is an initiative operated jointly by Village Focus International and the Land Information Working Group. Funding for the LILC is provided by Mekong Region Land Governance (MRLG), with expertise and in-kind donations from the East-West Management Institute (EWMI).

LIWG, the Land Information Working Group, is a collection of civil society organizations working to raise awareness and understanding of the social, economic and environmental impacts of land-related projects, by gathering and disseminating information, facilitating dialogue and carrying out studies.

Village Focus International is an NGO operating exclusively in Laos, with expertise on land rights and human trafficking. VFI has a long history of land rights advocacy and emphasizes empowering local leaders for larger societal change. The LILC is housed at the VFI office.

The MRLG project is based in Laos, with additional work in Cambodia, Vietnam, and Myanmar. MRLG aims to strengthen farmers’ and communities’ land and natural resource rights across the region through funding projects led by local organizations and offering on-the-ground support and capacity building.

The Open Development Initiative is a project run by the East-West Management Institute, Inc. working to increase transparency of and access to important data and resources for the development of the Mekong region. ODI supports the establishment and management of LILC’s online resource database in an effort to strengthen the open data movement in Laos and regionally.
